Excerpt from Speeches on Army Reform, Delivered Since the SessionI will preface what I have got to say by assuring anyone who is at all nervous about what may be going to happen that I am fully conscious that a Chamber Of Commerce Is not a political assembly; and that I will take care that no member of the Chamber, and no private citizen who has come here under its auspices, shall be offended, even if he should hold the most opposite party views from those taken by myself. The question Of the army is not a party question; it is a national question. It 1s good that it IS not a party question, and it is also not good.
