
Jon Elster ، born 22 February 1940, Oslo) is a Norwegian social and political theorist who has authored works in the philosophy of social science and rational choice theory. He is also a notable proponent of analytical Marxism, and a critic of neoclassical economics and public choice theory, largely on behavioral and psychological grounds. In 2016, he was awarded the 22nd Johan Skytte Prize in Political Science for his contributions to political science.

This book was first published in 1984, as the revised edition of a 1979 original. The text is composed of studies in a descending sequence from perfect rationality, through imperfect and problematical rationality, to irrationality. Specifically human rationality is characterized by its capacity to relate strategically to the future, in contrast to the myopic 'gradient climbing' of natural selection. There is trenchant analysis of some of the parallels proposed in this connection between the biological and the social sciences. In the chapter on imperfect rationality the crucial notion is that of 'binding oneself', as Ulysses did before setting out to the Sirens, when weakness of will may prevent us from using our capacity for perfect rationality. The second half of the book deals with rational-actor theory, comparing its logical power and success to rival approaches, and with the varieties of irrationality expressed in contradictory beliefs and desires.

His topic is rationality - its scope, its limitations, and its failures. Elster considers rational responses to the insufficiency of reason itself, and to the 'indeterminacies' in deploying rational-choice theory and discusses the irrationality of not seeing when, where, and what these are. A key essay which gives the collection its title examines disputes in cases of child custody, which are paradigmatically indeterminate. Leaving aside cases where one parent is patently unfit and assuming that protracted dispute is against the immediate interests of the child, Elster argues that three options present themselves: a strong presumption in favour of the mother, a strong presumption in favour of the primary caretaker (also likely to be the mother), and tossing a coin. Though the first two options may be preferable in the short/medium term, Elster argues that there is a case for randomisation in the long term. The book will be read with interest by anyone concerned with political and social science.
The essays in this volume, first published in 1986, examine the philosophical foundations of social choice theory. This field, a modern and sophisticated outgrowth of welfare economics, is best known for a series of impossibility theorems, of which the first and most crucial was proved by Kenneth Arrow in 1950. That has often been taken to show the impossibility of democracy as a procedure for making collective decisions. However, this interpretation is challenged by several of the contributors here. This book proposes a normative theory of collective decision making, inspired by Jeremy Bentham but not including his utilitarian philosophy. The central proposal is that in designing democratic institutions one should reduce as much as possible the impact of self-interest, passion, prejudice, and bias on the decision makers, and then let the chips fall where they may. There is no independently defined good outcome that institutions can track, nor is there any way of reliably selecting good decision makers. In addition to a long initial chapter that surveys theories of collective decision making, notably social-choice theory, and a chapter expounding and discussing Bentham's views, historical chapters on the jury, constituent assemblies, and electoral systems develop and illustrate the main ideas. Local Justice offers the first systematic analysis of the principles and procedures used in dispensing "local justice" in situations as varied as the admission of students to college, the choice of patients for organ transplants, the selection of workers for layoffs, and the induction of men into the army.
