
Ilan Pappé is a professor with the College of Social Sciences and International Studies at the University of Exeter in the UK, director of the university's European Centre for Palestine Studies, co-director of the Exeter Centre for Ethno-Political Studies, and political activist. He was formerly a senior lecturer in political science at the University of Haifa (1984–2007) and chair of the Emil Touma Institute for Palestinian and Israeli Studies in Haifa (2000–2008). Pappé is one of Israel's "New Historians" who, since the release of pertinent British and Israeli government documents in the early 1980s, have been rewriting the history of Israel's creation in 1948, and the corresponding expulsion or flight of 700,000 Palestinians in the same year. He has written that the expulsions were not decided on an ad hoc basis, as other historians have argued, but constituted the ethnic cleansing of Palestine, in accordance with Plan Dalet, drawn up in 1947 by Israel's future leaders. He blames the creation of Israel for the lack of peace in the Middle East, arguing that Zionism is more dangerous than Islamic militancy, and has called for an international boycott of Israeli academics. His work has been both supported and criticized by other historians. Before he left Israel in 2008, he had been condemned in the Knesset, Israel's parliament; a minister of education had called for him to be sacked; his photograph had appeared in a newspaper at the centre of a target; and he had received several death threats.

The word "apartheid" evokes the ideology of racial segregation which dominated South Africa for so many years. Encarar as realidades de Israel e da Palestina como um caso colonial tem vastas implicações para a nossa compreensão do falhanço do «processo de paz». O debate académico sobre o processo de paz e as análises de progresso e fracasso baseiam-se meramente em relações de poder, nas intenções dos actores locais e das oportunidades, frequentemente carecendo da imprescindível dimensão histórica. Assim, o primeiro objectivo deste artigo é encarar historicamente o processo de paz como uma estratégia de um Estado colonial e como a resposta nativa ao mesmo. Este ensaio afirma que o próprio «processo de paz» nasceu como conceito num determinado momento, em junho de 1967, e fez parte da tentativa do Estado colonial israelense de reconciliar o seu desejo de permanecer demograficamente um Estado democrático e judeu, após 1967, ao mesmo tempo que se expandia geograficamente, assim passando a governar mais alguns milhões de árabes. Uma terceira afirmação revela como as elites política e militar israelenses entraram conscientemente neste dilema, ao contemplar a possibilidade de um cenário da sua própria autoria, ou de outros, que os colocaria como governadores da Cisjordânia e da Faixa de Gaza. A partir destes três pontos, conclui-se que a solução de «dois Estados» e o processo que é suposto vir a concretizá-la são um plano israelense em duas partes, cuja lógica foi aceite, com modificações, pela coligação entre os EUA, a UE, a Rússia, a ONU, a maior parte do Estados Árabes, a liderança palestina da Fatah, a esquerda, o centro sionistas em Israel e, ainda, algumas figuras conhecidas do movimento de solidariedade com os palestinos. Foi o poder desta coligação e não a lógica da solução, que há tanto tempo mantém à tona o processo, apesar do seu notório fracasso.
